It is not empty. Set your filters for species and OT Version correctly and hit "Search". It doesn't display encounter templates without filters set, otherwise it would attempt to load every encounter for every species from every game all at once, that's potentially tens to hundreds of thousands of encounters.1 point

The entity db setting for Use Tabs as Criteria can be turned off, or you can pick a random nature in the editor then view the template.1 point
