Out of curiosity, if you generate a Pokémon for Scarlet/Violet but make the origin game something else like Legends Arceus but leave the Home Tracker blank, could I put the Pokemon into Home to have it assign a Home Tracker? 
I just don’t own Pokemon Legends Arceus but I still want to be able to play with the Hisuian mons not available through events in Scarlet/Violet.

No.

You can't directly transfer between PLA and SV. The Pokemon would have to go through HOME, which would assign a tracker. If the tracker is missing HOME will know that it didn't arrive in SV legally and reject it.

Pokemon need to enter HOME from the game they originate from to get a tracker.

Bummer. Guess I gotta just spend 60 bucks. Lame.

Or get a friend to generate it for you in the appropriate game. All mons sent in from the correct game (caught in LA, sent from LA) will get assigned a tracker.
