Any Idea why the Odd Egg Gen 2 (VC) Pokemon won't transfer to Bank?

So, I have a non-shiny and an actual legit shiny Cleffa that I got in-game myself, but neither will transfer to Bank because Bank says there's an issue with them.

Note: It also says the same with the Odd Egg Pokemon from the Gen 2 Gold download file on this site.

Here's my Cleffa files, if needed (zeroed out my TID):

173 ★ - CLEFFA - 4E43.pk2 173 - CLEFFA - 7263.pk2

I haven't checked your files, but the usual problem is the move Dizzy Punch. Since (I think) the Japanese version doesn't have that, the hack checks in Bank don't account for that possibility.

EDIT: if you want the Pokémon to pass through simply for being shiny, just make it forget the move.

Yeah just remove the move Dizzy Punch. For some reason they did not allow it to pass.

So it wouldn't be legal if I remove it, transfer them up to Gen 7, put the move back on them, then transfer to Home to SW/SH?

Think about it from an in-game perspective.

You deleted Dizzy Punch so that it can transfer up.
Now that you transferred it into SWSH, how do you reteach it Dizzy Punch? :3

I meant via PkHex in gen 7, then to Home

I know what you meant.

Basically, what defines as legal, is mostly dependant on whether it can be done in-game without illegal modifications or abnormal gameplay.
If you want to reteach them Dizzy Punch, then let me ask you this:
Is there any place/NPC/situation in Gen 7 (or if they exist in SWSH,  then Gen 7 and Gen 8 ) that they could learn Dizzy Punch?

Without looking it up, I don't know, but by the way that you're saying that, I'm assuming no.
