How can I get /generate multiple Eevee in Fire Red?

Is there a way to generate the Eevee pickup again in Fire Red?

If not, how can I generate legal/legit Eevee in Pkhex? I.e. one found in Celadon?

If PKHeX doesn’t have the option to change that flag (I’m not sure if it does or not) you could clone the Eevee in PKHeX and use a program like RNG Reporter to generate new Method 1 PID and IVs for the new Eevee.

Pkhex does have the option it is in the SAV tab under event flags

Yes this solved it. Very easy to do and similar thing for pokemon where you have to choose, i.e. fossils, hitmonlee/hitmonchan.
