PKHeX (200414) Error

When I open PKHeX (200414) it gives me this error? Why does this come out?

I have win 7.

Plis Help me!! Before yesterday it worked for me, and now it doesn't open. What do I have to do to open it again? What I have to install and or do. Give me the necessary tools to solve this problem, please. Thank you very much already. If I have done something wrong by posting this, sorry.   @Kaphotics

@RyanC Is there any reason that you need to be using version 200414 rather than the latest one, and @Stevemagegod, are you getting this issue on the same version as well or the latest one?
