Want to know why the OT name is Japanese and the Pokémon name is in English. I can’t remember where I got these from, but they were supposedly legit event pokemon. 

They run as legal, but it seems sketchy. 

I don’t think you can change the jap name to eng, can you?

Some are serial code, some are local wireless etc etc. 

if you care about whether it’s possible, it is. 

I wouldn’t know where you got yours, I’m just explaining possibility

Maybe the person had a Japanese 3ds with the japanese game but they wanted to play the game in english so when they redeemed the code the pokemon will have the english name.

I need to elaborate on something, in case I cause confusion for any potential readers, in the present or otherwise.

This scenario I mentioned, doesn't work for all events.
Gen 6 onwards, the name can be English while event was distributed in Japan.
That is pretty much the case because Gen 6 onwards allowed players to choose the language when they start the game,
regardless of what region the 3DS is.

However for previous Gens, events were locked to the language it was distributed. So it really depends.
You gotta check the story (on bulbapedia, for example) behind what event you are referring to.
