Why is my Araquanid coming up as illegal?

To my knowledge, this Pokemon shouldn't come up as illegal; but, for some reason it does. It says it shouldn't know leech life; which I checked as TR (under the relearn move). Can someone tell me what's wrong? Please refer to the attached file.
