Pokemon Soul Sliver and Heartgold Pkhex

i have a question to ask can i use pkhex on pokemon soul sliver while playing at an emulator called nocashgb and edit the save file.

yes.
However, make sure your .ini has this setting set to this "SAV/SNA File Format == Raw"
Make an extra backup of your save, before that change and trying again.

As a side note, the emulator Desmume is better.

i do not get the .ini bit please help me on that

I'm away from my computer, but it's something fairly simple.

no$gba typically has a .ini file (that's the file extension) that stores your settings. Use notepad to edit it.

Found this image on the Internet, it's something like this (but use "Raw", not "uncompressed"):

if you still don't get it, then use Desmume instead.
