Deoxys was tied to the story, that's why that Deoxys is shiny locked.

It's possibly why the ultra beasts were shiny locked too.

I think the only story related not shiny locked pokemon in sun and moon, was the starter.

The regular Zygarde battle wasn't story related in X/Y, so this one wouldn't be story-related either...

that is true. Then again, it could have been shiny locked, to keep it canonical when it does become a story event in a sister game or remake.

It's had to imagine a one-off encounter that isn't story related.

It'll likely be movie related (so, a story) or continuation to the plot (literal story).

They've haven't made encounters that are totally random (besides Necrozma, which had little plot significance, tho it was in the dialogue.
then again, could have future plot significance)

I think the one creature that didn't have plot significance, was the second Cosmog.
Probably locked for merchandising opportunity.

Pokemon is now a game that is systemically created to have locked content,
that will gradually be given to us by events.

This artificial way of creating rarity generates hype and keeps the gamers coming back for more.
It's a formula that has been working, and will continue to work.

They chanced upon it with the success of the Mew being secretly programmed in last minute,
and has been using that method ever since.

Once a shiny card comes out, it'll have the Pokemon too, so not to worry there.

This type of stuff, all planned in advance, well, at least starting from gen 6

(the shiny mega rayquaza was tied to movie, as Hoopa summoned one,
as some sort of focus to ORAS. Also, it was before zygarde was a thing in the anime, I think)

Maybe in the next movie or maybe even the anime's 20th anniversary we'll have one in our parties... Who knows?

Naahhh...

I don't think so. If GameFreak is releasing Shiny Zygarde they would have to release other shiny legends too, like Celebi, Keldeo, Meloetta, ...
