resolved Legality checker for Wormadam

I think the legality checker doesn't properly control for Wormadam's forms.

According to this http://bulbapedia.bulbagarden.net/wiki/Wormadam_(Pokémon) Wormadam can be in any form without any restrictions on its met data.

Also Burmy's base egg move is Protect only at level 1, Tackle is learned at level 10. http://bulbapedia.bulbagarden.net/wiki/Burmy_(Pokémon)#Learnset

Another one for an event Pikachu with Celebrate, it should be able to evolve to into Alola Raichu http://bulbapedia.bulbagarden.net/wiki/Regional_variant

I was just about to comment on the Raichu considering it's a event you should be able to use it fine online. But on PKHeX the Legality checker marks it as illegal. I have the same problem for other special event Pokemon. Even when you generate event Pokemon from Gen 3 the legality checker would mark them as illegal but when you switch to a legal Pokemon and back the illegal checker marks it as legit.
