So I believe someone like @theSLAYER can get it (Like he did for Gardevoir recently). I assume you have to pre-order Sun & Moon to be eligible for a code from October 1 - November 16. I'm jealous that they're getting it at Lv. 15, wish the anniversary event ones weren't 100 so I could have the satisfaction of levelling them up myself.
