Pokemon Platinum - Survival Area Rival upgrade?

It's said that the rival may upgrade to the 2nd phase but I wonder how this happens?

These are his levels for the 2nd phase.

Roserade Lv 69

Floatzel Lv 69

You've listed 7 Pokemon there...

Unlock 2nd phase by beating E4 10 times

Unlock 3rd phase by beating E4 20 times

You can't go beyond 3rd phase.

7 Pokemon are listed because he will not have Roserade/Floatzel/Rapidash if he has the starter of the same type.

So if he has Empoleon he will not have Floatzel, etc.

I think you are incorrect about the 2nd phase. But you are correct on the 3rd phase. I beat the Elite Four 10 times but did not upgrade to the 2nd phase. I wonder how the 2nd phase happens any other than the Elite Four.

You beat the Elite Four 20 times and all Barry/Rival's Pokemon will rise by 20 levels. You can't have any further upgrades with him after. If you have the Pokemon Platinum Guide (the 600 pg one) you would know.
