Yes. Back up your save file to a computer and use a save editing program (requires a flash cart), or use an Action Replay to insert the Wonder Cards into your game.

If you lack either of these devices, then no.

Oh, there are several ways. There's a program that allows you to broadcast from your computer, which takes an hour or two to merely set it up. You can use an AR to insert them. You can use a game genie DS to back up your save, edit it, then use pokegen or another pgram to insert it.

You can't use IR-GTS/PokeGTS/self-send GTS stuff to send Wonder Cards. You can extract pkm files from the Wonder Card and send THAT, but you can't send the Wonder Card itself, which excludes stuff like Key Item distributions and PokeWalker courses.

Your only choices: get access to the save file, or use Action Replay.
