In Rain, you're likely fighting water Pokemon so it is of no use... in sun, although there might be grassers, STAB Ice moves do better... and it cannot deal with fires anyhow. In Sand... due to the plethora of grounds in sand... rock weather ball isn't of use either. =(</p></p></p></p></p>
