Jirachi was distributed via the Pokemon Colosseum Bonus Disc for US copies of Pokemon Colosseum.
In extremely rare conditions, it is possible to obtain this Jirachi as a shiny.

These are the only Shiny Jirachi possible, with the possible stats and nature already set in the files.

Possible OTs are RUBY or SAPHIRE.
The OT SAPHIRE was misspelt, possibly due to the character limitation.

A single RUBY and a single SAPHIRE Zigzagoon is attached,
and an entire folder with 145 of them from @HaxAras has been included in this.

This gift has been given away on multiple occasions in Europe in the year of 2007 and 2008.
It's likely an internationalization of the Japanese Hadou Mew, which was distributed to commemorate the M08: Lucario and the Mystery of Mew.

This game was distributed to players of Pokémon Colosseum via the Japanese Bonus Disc.
The event itself was actually programmed into the Pokémon Colosseum game, as seen here with the English version of the unreleased event.

In Pokémon Colosseum, players are given the バトルやま Ho-Oh after they complete the 100 Battle Challenge!
Other conditions include snagging and purifying all 48 Shadow Pokémon, and using a team only from the story mode, in the Battle Mode.
