after the player has unlocked the full episode of Pichu Bros. in the Party Panic.
In extremely rare conditions, it is possible to obtain this Jirachi as a shiny.

This gift has been given away on multiple occasions in Europe in the year of 2007 and 2008.
It's likely an internationalization of the Japanese Hadou Mew, which was distributed to commemorate the M08: Lucario and the Mystery of Mew.
