it is, and you are. for each item spawned in a Monster House in Temporal Tower/Spire, it has a 4-5% chance of being a Time Gear. I will be making it easier to find in the next update btw

Mirage Oasis, which has a small chance to appear on the dungeon list each day in the postgame. Keep an eye out for it!

yeah definitely just bad luck. the TM generally has a 1.35% chance of being chosen from the TM pool when items are generated on a floor, and that TM pool itself tends to only be 5-10% of the total item spawns... my advice would be to just keep playing normally, and also keep an eye out for it as a job reward.
