Any way to check in a cartridge memory whether ribbons have been added manually or by using PKHeX?

Hello. I'm part of a project focused on gaming achievements, RetroAchievements. I’ve been working on adding milestone challenges for Generation III Pokémon games, specifically for obtaining every possible ribbon on every single Pokémon.

While it’s technically possible to verify each ribbon individually across different games, the challenge becomes problematic when trying to condense the objective into something like: “Obtain all 27 ribbons with the same Pokémon.” In this case, players could potentially bypass the intended progression by hacking in ribbons such as the Earth Ribbon from Pokémon Colosseum.

Is there any reliable way to prevent this kind of cheating without having to validate each ribbon separately in its original game? Also, do hacked Pokémon differ in any detectable way from legitimate ones at the cartridge memory level? Thanks!
