I Require Assistance With Creating A Certain Pokemon In PKHEX

Alright, so basically. I don't know if I put this in the right topic but I'm just going to say what I'm trying to say and hopefully I can find help. My little brother wants to get every single shiny pokemon and all their shiny forms registered into pokemon home, and he has literally 99% of them he's only missing two. That being shiny Eternal Floette and shiny World Cap Pikachu. I've been helping along the way with his mission using pkhex. My issue is, no matter what we do Eternal Floette can't be traded the game say's "there's something wrong with this pokemon" any time we try to use a specific bot to make a shiny one. It will generate the pokemon, we can see it, but it won't allow it to be traded. We've tried all sorts of different things with it, to the point we found a website that says they have one that will pass home legality checks, but they don't say how to make it, and you have to pay for it of which we're not doing. But that makes me think it is possible to do just need to figure out the exact stats the exact moves the exact scale, everything. I just need help because I can't figure it out no matter how much I try to research.

It's just the fact that he's gotten those already via whatever methods he used. I believe there was something he used that someone on twitch had a hacked switch and was creating the unobtainable pokemon in the wild for you to catch yourself in scarlet violet, but I could be wrong I never used it myself. Regardless he has those unobtainable ones via however he got them. He found a website that has a bot that will trade the shiny eternal floette, but that was the thing that we could see it in game, but it wouldn't trade. I made sure he deleted the unobtainable pokemon so he doesn't get banned or anything, because he was just holding onto them before I started helping him. But his mission is to just get them all into his pokemon home pokedex at all.
