How is this Tauros with a Anger Point (2) from emerald legal?

Tauros never evolves to recalculate its ability in gen7 when traded through pal park. idk if there are any ability modifications from poketransfer, poketransporter, or bank that would fix this. Anyone know why this is the case?

ah, I forgot about capsules and patches. I thought it worked like bottle caps where it was temporary, but I was wrong. They also work with breeding too.
