Connecting GBA and DS cartridge to pc

Quite literally all in the title. I don't need a how to for dummies really, but a general step guide of what I need to connect the games and how I'm supposed to access the files. I want to start a living dex collection in all the games and I need the mystery event items to do so.

What would I do for DS games tho. Like hgss and dpp bwb2w2 etc.
