Making Latios legal after changing its IVs in PKHeX

I've been trying to change my Latios' IVs while not making it illegal in my Emerald save file. This Latios is a roaming legendary, since I chose blue when watching the TV after beating the E4. I found it in Route 110 and caught it with a Master Ball. After thoroughly researching the topic of legality in PKHeX, I concluded that I should use RNG Reporter to change its IVs and make it remain legal. However, it's not working.

I have followed every step in every single tutorial and it hasn't worked once. I do have a idea why, though

I'm going to show what PKHeX has to say about this Latios and then how I filled the RNG Reporter. For anyone who knows more than me about it, I guess you'll rapidly detect if I've done something obviously wrong,

obs.: Those are the original IVs of the Latios, not the ones I changed. My intended IVs are the highest possible.

I tried in various different ways, I tried with the ability set to 0, set to 1, decreasing and increasing the starting frame, settings the IVs all to 31, all to 30, and tried many of the PIDs generated besides the first one. The only thing that I hypothesize that may be the problem is the encounter slot. I have seen no mention as to how I should classify a roaming legendary in the encounter type. It's not a stationary pokémon, so I assumed it would be Wild Pokémon. However, for wild pokémon, you need the encounter slot. But there are no mentions to Latios in the encounter tables for Emerald I found. Anyway, I'll be really glad if anyone can help me with this. I will leave my save file just in case.
