Does PKHeX support editing Pokeblocks?

I see a commit on Github from 2016 that says it added Pokeblock editing support to PKHeX, but I can't find any more information about where to actually find this feature in the program.

2 years later in 2018 someone asks about Pokeblock editing here on the forums, and a moderator locks the topic and makes a post seeming to imply that the feature hasn't been added yet.

Was support for editing Pokeblocks added and then removed at some point? Or does it currently exist somewhere, and I'm just missing it?

Is that only for Omega Ruby and Alpha Sapphire?

I don't see it when editing Emerald?

Oh I thought you were asking for ORAS because that commit specifically added the Pokeblocks for ORAS.

For Gen 3 they have no editor.
