Events Pokémon 2nd generation doubt PKHex

I want to know if there is any guide to be able to add all the 2nd generation event Pokémon to a game of Pokémon Crystal using PKHEX, what I did was the following, I put the .sav file into the program, the program loads my data as normal, So far no problem, but I don't see any option in PkHex similar to "Mysterious Gift" where I can add the files of the Pokémon that are on this website, if I add them normally the program recognizes them as illegal so I don't know if I'm doing something wrong, I hope you can provide me with a guide to guide me on how to do this process, thank you. I'm trying to add the Pokémon from the New York Pokémon Centers to my game.

To my understanding PKHeX doesn’t validate any of the PCNY mons. Make sure you’re just adding them to your cartridge and play; you won’t get penalised by the game.

Don’t add them to your virtual console copies nor try to transfer them forwarded; PCNY mons aren’t legal outside of the retail cartridges of Gen 1/2
