I inputted a pokemon name in the general column and got resutls. But when I search "=IV_ATK=31", it clears all the given results. Did I type it in wrong or is it working as intended?

The encounter database displays encounters, not resulting Pokemon.

You're trying to filter for only encounter objects that have an IV_ATK property (there are no encounter object types that do).
