Obviously not legit or unreleased tradeable Pokemon?

So on eBay there's people selling all kinds of obviously dodgy crap like Shiny Chien-Pai, Miraidon, Koraidon. Even Shiny unreleased legendaries and 6th gen starters. 

 

 

My question is how do they make them actually tradeable online? I sometimes do giveaways and the Shiny locked 9th gen stuff would be nice to be able to give away.

We don’t deal with those dodgy people. I can only speculate that they’re abusing bad online hack checks.
