[WC3 Tool] Tool selection grayed out when editing my Ruby/Sapphire saves, but not emerald

First post here, I've been having trouble using the WC3 event injection tool created by @BlackShark

When editing my Emerald save files, the WC3 Plugin option works fine

But when editing English and Japanese Ruby/Sapphire files, the WC3 Plugin option is grayed out and inaccessible. I've verified that the mystery gift option is unlocked on both save files, and that the the E4 is beaten with the ferry unlocked. I'm using PKHex version 22.02.04 and WC3 version 1.3.1.
