Pokemon RBY Trainer Move Editor?

(Hopefully this is posted in the correct place, I didnt think this quite fit under "Other ROM" as RBY are official Pokemon Games)

Is there a red/blue or yellow (yellow would the better option) editor where I can the moves trainers have on their pokemon in battles? I found so many separate editors to change pokemon for gym leaders, rival and elite four for example, but they dont have that option to select which moves I want their mons to have which is what im looking for with what rom hack I am wanting to make
