pkhex issue I am unable to run latest version PKHEX file on laptop

I just downloaded the PKHEX file from internet & extracted it to my desktop (using WinRAR), but when I click on the extracted file (pokeball icon) am unable  to open the same

Post clicking ok on the error message, I am receiving the below error report

Make sure you have the latest .NET Framework runtime installed https://dotnet.microsoft.com/download/dotnet-framework
and that you don't have any old PKHeX.Core.dll in the same folder.

Ok will check the NET framework thing

I don't have old pkhex as I just learnt about this software today... I guess I am pretty slow

I am having a very similar issue. When I first unzipped and ran PKheX, it worked just fine, no issues at all. But when I reopen it, I keep getting this same recurring error. I have no idea what is wrong, especially when it was working just fine before. Uninstalling and reinstalling, but it doesn't help either. Please advise.
