How to import gen1 and 2 pkm to 6 and 7 ?

Surely, I'm not the first person who ask that , i have a 3ds hack , i can easily transfer my gen 3 pokemon to the newer generation but it's not the same thing for the two firsts generation . Can someone here to explain me why it's not works ?

Gen 1 & 2 Pokemon can only be legitimately transferred to Gen 7 (cannot be sent to Gen 6)

Open 2 PKHeX windows, one with Gen 1/2 save open, another with Gen 7 save open,
and click and hold on the Pokemon icon, and drag the pokemon from the first window into the second window.

it works for importing other Pokemon into other generations too, as long as it's a valid transfer route.
(example 3 -> 5, 3 -> 7, 1 -> 2 etc)
[example: 1 -> 3 is invalid]
