bug with generation 2 party slot

I found a problem when setting around 4 to 5 Pokemon into my party slots or even deleting the slots in 5 to 6, I will end up with glitchy burned Slowbro occupying the last 2 ones. I even tried a New Game, but still presists...

I used Silver and Crystal.
