I'm trying to make a Virtual Console Mew with Gen 2 TM moves. ie it was supposedly downloaded in RBY, traded to GSC then transfered to Gen 7. Should its met location be 'The Kanto Region' or 'The Johto Region'? PKHex flags both as illegal. With 'Kanto', it says the moves are illegal, while with 'Johto' it says there's no known encounter for Mew in that location. edit: solved this myself. I needed to change the origin game as well as the met location. Silver/Johto region is legal, red/Kanto region is not. Edited March 10, 2018 by CryHaddock

Indeed, because: Gen I and Gen II data format of Pokemon does not retain "origin game" and "location". The "origin game" and "location" is set by transporter upon transfer. So if your Mew has Gen II moves, it must come from Gen II, since there's no legitimate way to have that moveset on Gen I.
