Help using Illegal Z-Moves

Is there any way to gen pokemon so that they can use Z-Moves they normally can't like Splintered Stormshards?

I was wondering since I saw some videos of this online and I kinda want some for my in-game playthrough now!

PKHex only edits save files.  What you’re wanting to do requires modifications to the ROM of the game.  So no you cannot gen a Pokémon to use another Pokémon exclusive Z-Move without modifying the ROM first.
