Oddish have Leech Seed move in 3rd Gen. 

 

Why PKHex check illegal?

 

Anyone can help me or can trade me a Oddish with Leech Seed legal?

It's because it's an event exclusive move.

EDIT: I just made one ^^. It's legal in the latest Pkhex build.

Sorry if I'm reviving this post but it's possible to know the method that you used to generate a valid PID for that Oddish?
