If I buy another 3DS with 4.5, and I install the firmware of RXTools-9.2 (9.2), would I use PKHeX?

If you set everything up properly, you'd be able to use RAM2Sav. If also set up a CFW (or Gateway), you'd also be able to use SaveDataFiler to make edits easier.

How do I install it properly? I don´t have Gateway, and I´m new on this..

First, launch the Gateway browser exploit (works without a Gateway). Make a NAND backup, save it to your computer. Then launch it again and Format Emunand. This will erase all files on your SD, so make sure you have a backup. Now you can use RX-Tools to go into RX Mode. See this guide for details on how to update: http://gbatemp.net/threads/tutorial-update-emunand-via-rom-current-max-9-4-5.388692/ Because you don't have a Gateway, you'll need a cartridge with a 9.2 firmware update on it instead of the ROM.

I'm no expert, but before going to all that trouble, see if you can use RAM2Sav on 7.2. After all, the browser exploit works for firmwares before 9.2. If you can, you wouldn't have much benefit besides being able to play games that contain a 9.2 update.
