Editing PKM Files in Text Editor

I know that PokeGen is great for editing PKM files, but I am working on an Android app to help speed up the creation and convenience of Pokemon. I wanted to know if there was a specific language or tool I could use to edit the raw data of a PKM file. Any help would be appreciated.

HxD is a good hex editor.
