It says "[Pokemon town 2013] is endangered by Team Plazma. Let's go save the town and capture Team Plazma's Deoxys"

The event will be held in aT center 3rd floor [Pokemon town 2013] Yang Jae, Seoul.

And it is IR I guess.

Edit: I have no idea whether there is a specific reason for this event or not. There can be an episode about this event for Pokemon animation. BTW it is quite surprising that there are lot more new events in Korea than United States or Europe.
