It could be legal if you make it look like you traded it from an English game (via GTS perhaps).

As long as you acquire the English Wonder Card on an English game. It should be 100% "legal".

Same thing with other regions. If you use one that doesn't match the Region, it won't generate the name the right way on the Pokemon. Since in this generation, the name is also generated.
