Hi, ive been trying to generate a jolly 31 iv hp 31 iv att 31 iv 31 speed. 252 attk ev, 252 speed ev. 255 hapiness. Poliwrath and its just not working ill attach the pkm file can anybody help me!

What kind of "not working" are you noticing. According to Pokegen, you made it correctly (as far as I can see anyway...)

See now you Don't have a nickname on it yet you clicked it has one. Also i see you were trying to make it look like an egg yet you did not click as egg then click where it was hatched those problems need to be fixed to make it "Legal" other then that you should be able to upload it even if its a hack the way it is now and salac berry's are not released yet.
