There are some trainers that have Lv. 5 Rattatas...What purpose do these trainers serve? What do they affect?

They serve no purpose and affect nothing. They are trainers that are never used. In combination with PPRE you can add a new overworld and set it to use these trainers, so you can add brand new trainers.

Have you seen WHO has them? People in the battle tower and wifiu trainers. I'm guessing they represent randomised pokemon
