10 anniv missing

can anyone add lugia/ho-oh 10 anniv shiny i think they are missing

1. Ho-oh and Lugia were not distributed in the 10 ANIV USA set.

2. IIRC the 10ANNIV and rest of European sets can't be shiny.

3. There's not even any regular 10ANNIV up.
