Ferrothorn Will Not Pass Legality Checker

I have tried numerous times to make a legit Ferrothorn with Pokegen but it will not pass the legality checker. Could someone please look at the pkm file and tell me what I am doing wrong?

You probably gave it a combination of moves it cannot have. Probably the whole Stealth Rock / Leech Seed Spikes conundrum.

I realized that and changed it so that Ferrothorn only knows ~Spikes ~Ingrain ~Gyro Ball and ~Power Whip. Still doesn't work.

I just got in with this one. You had level met 0, nickname checked even tho you had it as Ferrothorn and I changed the PID. Also if you using and AR then deposit the pokemon into the PC and withdraw it.
