Sea Mauville's Lugia .

In Pokemon Alpha Sapphire, after main storyline involving the Primal Kyogre, the player will receive the Tidal Bell key item after speaking to Captain Stern in Slateport City.
Players can then head to the Sea Mauville to encounter Lugia.
