You're mistaken.

the name is set to follow save language.

If redeemed on Japanese language, it'll have Japanese name. If redeemed on English save file, it will have English name.

dont confuse 3DS region with save's language.

Make sure the Origin Game details are correct.

yeah, for legality, the origin game must match the receivable games (as seen in the summary above)

Pkhex does not pick the right game origin. It picks yours for that generation, otherwise the first one that came out for that particular generation.
