Here it is. It's legal until it is changed to a Kingdra, but it should retain moves from pre-evolutions in RBY. I dunno, I'm stumped. 230 - KINGDRA - 3712.pk2

I don't know if this is the only case, but in this particular case, Horsea/Seadra should be able to learn Bubblebeam via TM in Gen I and get traded to a Gen II title. PKHeX doesn't seem to like it when the Pokémon is at it's final stage with the move. This is pretty minor and I haven't seen any other issues, but I thought I'd pop on here to see if there are, or if it had already been added to the latest commit.

Moves that are learned only in the first generation games, that can be legally traded back and forth between Gen 1 and 2 on VC or otherwise are being flagged as illegal. Legendary PK1 files directly inserted into a Gen 2 game are also being flagged illegal. Nothing is edited on the Legendaries, these are captured and trained in-game. The Mew is an unedited copy of the GF Mew and was previously legal in the last version of PKHeX.
