It will be illegal but legit, as the only way to get one would be to upload the PKM file from a Korean flashcart and send it.

Due to admin restrictions on my PC I can't download WinRar, thus not being able to uncompress the Pokegen software. So would somebody please be able to download the Pokegen software and send it to me as a zip. file. PM me if you can help. Thanks.
