PK3/WC3: Unreleased Altering Cave Pokémon

I hope someone can help me out. I can see the NPC in green in the Pokemon Centre. When talking to him, he says that I should do so so pokemon in the cave cycles, but nothing happens. Do you know what's going on, or what can I do? Pokemon Leaf Green
