Looks like a compressed file from an emulator. Change the filename from .sav to .zip and extract the uncompressed file. However, the contents of that uncompressed file do not appear to actually be a save file (maybe a save state? dunno). Either way, there's nothing to be recovered from the file unless you can somehow load it into your emulator and then have it export your actual save data.
