SWSH - Changing IVs makes Pkmn Illegal but Legalize Active makes Pkmn share PID with others.

I am working on my SWSH Dex and running into an issue where Verify all PKMs points out PID and EC sharing among a few legendaries:

I try rerolling the IVs, Natures, PIDs, and ECs but Legality fails and ALM "Legalize Active Pokemon" just changes everything back to the way it was and the problem persists with shared PIDs and ECs.

Has anyone found a way around this? Am I missing something?

Use the encounter database to generate a brand new one.

Encounter database is also generating same PID/Encryption key. This is really frustrating...

 

Edit: For some reason after restarting my computer, this stopped happening and the encounter database was generating a new PID and encryption key. Thank you!
