Can I create a mon on pre gen 8 with pksm on 3ds, transfer it pre bank shutdown, then clone it and inject it into my save on switch post bank shutdown and still have it accepted by home?

As long as the mon has a valid tracker (the immutables on the Pokemon matches all immutables logged in the server), it does not matter when it was created/cloned. Pretty much has no relationship to Bank shutdown.

Oh ok because since I still have a lot I want to shiny hunt and ribbon master I thought about just genning them in pksm before the shutdown with all the ribbons and transferring them with bank to get the tracker. Then I could theoretically shiny hunt the mon, change its immutables to match the genned mon and inject it to switch without any problems right?

You cannot change immutables. Literally the definition of the word.

An example would be the PID of a mon. You catch a mon, and it has the PID value of "A".
There is no legitimate way to change the value from "A" to "B" in-game.
It is immutable; it cannot be changed. And HOME is programmed to pick up on that.

So there's minor things that's allowed to be changed in-game, like Nickname and Moves.
Those are mutable. I've got a whole page relating to HOME's data, and at the end there's a description of what is technically immutable.
